The 26-year-old has emerged as a top midfield target for the Premier League pair as they prepare to reinforce their squad ahead of the upcoming campaign.
Juventus were also keen on his services, but according to his agent Riccardo Napolitano, Witsel has instead agreed a deal with their league rivals.Chelsea and Manchester United have been hit with a transfer blow after Zenit St Petersburg star Axel Witsel agreed a deal to join AC Milan, Daily Star reports.
“The player said yes to Milan,” he said.
“At the start Axel was not convinced by Milan’s proposal, because he was looking for a club that played in the Champions League.
“However, the Rossoneri were very insistent and at the end the player said yes to their offer.”
However, the two clubs are yet to agree on a transfer fee as Milan are looking to spend about £14million while Zenit are demanding around £21million for his services.
He earlier admitted that he was ready to leave the Russian outfits following their title win last season and is determined to join a top European league.
The Belgium international has been a regular feature for his side this past term, making a total of 42 appearances in all competitions and scoring six goals.
